First Nations Infrastructure Investment Plan - Annual Report - Form Instructions

Purpose: The First Nations Infrastructure Investment Plan (FNIIP) – Annual Report, which has replaced the 5-year Capital Plan DCI, is an annual report which details a First Nation community's infrastructure needs, plans and previous year's accomplishments, and now captures projects that cross over fiscal years. This report is developed by First Nations with the support of INAC Regional Offices. An updated report must be prepared once each year before capital funds are released to First Nations. This report shall only include eligible projects under the Capital Facilities and Maintenance Program and fit within the parameters of the National Priority Ranking Framework. The report shall only include the following projects:

Entries into the First Nations Infrastructure Plan should be based on existing community plans such as comprehensive community plans, asset management plans, and major maintenance requirements in maintenance management plans.

Reporting Period: The previous reporting year, current fiscal year (to-date), remaining fiscal year ending March 31 and the next four years

Due Date: September 30, each year

How to Enter a Project:

The table provided in the Reporting Guide is a sample only. INAC regions will be supplying First Nations with a pre-populated First Nation Infrastructure Investment Plan Excel Workbook generated from the Integrated Capital Management System. The  worksheet is generated on a recipient-by-recipient basis;, with each Band receiving a personalized version for its own projects.

his First Nation Infrastructure Investment Plan Excel Workbook includes three Excel worksheets:

1 - Funding Requests: Provides the list of project funding requests that can be modified. New project funding requests may be made beneath the list.

There are two types of projects that INAC considers relevant for the purpose of input into the Funding Requests Excel worksheet:

  1. INAC Proposal-based Projects: These Projects are funded by virtue of application to the Capital Facilities and Maintenance Program. These projects may include funding from other sources including First Nation's own source revenue, the Province or other sources such as INAC Formula-based Capital or Block.
  2. INAC Formula-based Capital Projects: These projects are undertaken at the First Nation level using funding that is allocated as part of a First Nation's Formula-based Funding or their Block.

It is also important to identify which projects directly respond to an Asset Condition Reporting System need and to specify whether this project will remediate Health  and Safety deficiencies. Please refer to the Priority Asset Condition Reporting System Deficiencies  worksheet of the First Nation Infrastructure Investment Plan Excel Workbook which may help you identify and address Priority Asset Condition Reporting System deficiencies that require investment.

2 - Proposed INAC Funding: Provides a reference-only display of the current proposed funding amounts for the existing projects as listed in the Regional First Nation Infrastructure Investment Plan at the time the Excel worksheet was exported from the Integrated Capital Management System. This is an optional worksheet to be provided to the First Nation at regional office discretion.

3 - Priority Asset Condition Reporting System Deficiencies: Provides a reference-only display of the currently recorded Asset Condition Reporting System Health and Safety deficiencies associated with infrastructure assets, for action and incorporation as projects into Funding Requests, as applicable.

1. Funding Requests

Recipient Recipient is a Band, Tribal Council or an Other Organization.
Note: This field is pre-populated for existing projects.
Integrated Capital Management System Project Number ICMS Project Number is the number that ICMS assigns all new projects for project identification.
Note: This field is pre-populated for existing projects. Leave blank for new projects. This number will be generated when the project is entered into Integrated Capital Management System.
Regional Project Number Regional Project Number is the INAC regional office's identification number for the project.

Note: This field may be used for multi-year projects.
Recipient Project Number Recipient Project Number is a number assigned by the recipient.

Recipient Priority Recipient Priority is the priority of the project according to the funding recipient.

Project Name Project Name is a brief, descriptive name for the project.

Project Description / Comments Project Description is for additional comments and a more detailed description of the project.

Funding Stream Funding Stream is used for high-level reporting of the type of investments made.

Major Capital (Proposal - based): Funding for specific proposal-driven construction, acquisition, renovation or significant repair projects for on-reserve assets, valued above $1.5 million.
Minor Capital (Proposal - based): Funding for specific proposal-driven construction, acquisition, renovation or minor repair projects for on-reserve assets, valued below $1.5 million.
Minor Capital (Formula- based): Funding allocation generated by way of formula given directly to First Nations for the construction, acquisition, renovation or minor repair of on-reserve assets including housing.
Operation and Maintenance (Formula-based): Funding allocation generated by way of formula and given to First Nations for the operation and maintenance of existing community infrastructure assets. The level of funding provided to the First Nation varies from 20% to 100% depending on asset type.
The Funding Stream is used for high-level reporting on the type of investments made.
If the project is annual routine Operation and Maintenance, select "7- Operation and Maintenance". This is determined by formula, with adjustments as required, with support from INAC.

If the project requires capital investments, select the applicable Capital option.
Project Category Project Category indicates what type of infrastructure, assets, or community service is being funded.

Asset Condition Reporting System Project Type Asset Condition Reporting System Project Type is meant to determine if the project is in response to a deficiency noted during an Asset Condition Reporting System inspection.
If the project addresses one or many of the health and safety deficiencies presented on the "Priority Asset Condition Reporting System Deficiencies", then select "1- Health and Safety" as the Asset Condition Reporting System Project Type for your project.
If the project addresses another type of Asset Condition Reporting System deficiency select the most appropriate:

Band Name The official name of the band.
Site Number The number assigned to the site by INAC.
Site Name The legal name of the site or reserve.
Asset Number & Asset Extension Number The asset number associated with the Asset Condition Reporting System Project.
Asset Name The official name of the asset.
Deficiency Number The number assigned to the deficiency by INAC.
Deficiency Description Detailed description of the deficiency.
Identified Year The fiscal year in which the deficiency was first identified.

Only the "Outstanding" deficiencies for your INAC -funded infrastructure assets are displayed on the Priority Asset Condition Reporting System Deficiencies Excel Worksheet.
Group 1 - Operations and Maintenance

Group 1: Operations and Maintenance projects are projects that are routine maintenance activities and are normally covered by your annual Operations and Maintenance budget. Those should be addressed as part of your regular annual Operations and Maintenance funding allocations and do not require any First Nation Infrastructure Investment Plan input on the Funding Request tab.
Group 2: Maintenance projects involve the major repair or replacement of a major component of an asset (e.g., a pump in a water treatment plant) when that component has reached the end of its useful life, or has deteriorated to a state beyond normal. Those projects may require funding - if this is the case, please add new rows on the Funding Request Tab. One row (Asset Condition Reporting System project funding request) can cover multiple deficiencies
Group 3: Other projects consist of studies to resolve certain technical problems, projects for the complete replacement or reconstruction of a system, upgrades that may be required due to the ineffectiveness of the existing system to deliver the required service. Those projects may require funding - if this is the case, please add new rows on the Funding Request Tab. One row (Asset Condition Reporting System project funding request) can cover multiple deficiencies.
