1. Review community eligibility criteria to ensure that it reflects NNC program objectives. Recommendations on community eligibility based on NNC program objectives will be developed. Key NC governance bodies (Advisory Board and Oversight Committee) and partners such as Health Canada will be consulted. March 2014 Status: Completed – Closed

A review of community eligibility criteria has been conducted and the definition of an eligible community has been determined. Additional work is required to assess the proposed criteria and how it will be applied.

Additional work is being undertaken to develop community profiles that include all 133 communities eligible for the former Food Mail program and other reserve communities. Profiles will include information on population, access to supply centers, cost of food and seasonal transportation links and costs. This community analysis will assist the program in identifying other communities that may meet the eligibility criteria.

Input from the Advisory Board will be sought at its next meeting, planned for Fall 2014. Other partners will also be consulted as needed.

As of 30/06/2014:
  • An internal evaluation report (September 2013) recommended a review of community eligibility criteria to ensure that it reflects program objectives.
  • It should be noted, however, that even with the established eligibility criteria, the potential for adding new communities to the program will have to be carefully examined due to additional cost.

2. Review current governance structures in order to:

a) Clarify the purpose, role and responsibilities to ensure for an effective Oversight Committee;

The purpose, role, membership and meeting frequency of the NNC Oversight Committee was reviewed, and recommendations made to the Minister.

3. Review the current communication strategy in order to better coordinate communication and activities between AANDC and Health Canada. A shared communications approach will be developed in the Fall of 2013. November 2013 Status: Completed - Closed

A joint draft communication strategy has been developed and will be operationalized in Q1 of 2015.

4. Continue to develop data collection systems and tools in support of ongoing performance measurement, to support the program’s collection of data to measure longer-term outcomes. Appropriate tools and systems to collect and analyze trends are being designed and will be implemented. March 2014 Status: Completed - Closed

The database in support of ongoing performance measurement is developed, and will move to the production phase (be operational) on April 9, 2014.

5. Coordinate departmental efforts with provincial and territorial partners to improve the efficiency and effectiveness of the respective food subsidy programs in the North. Discussions will be held with willing provinces and territories in order to better coordinate efforts with respect to food subsidy programs in the North. March 2015
