Biography - Brian P. Dominique

Mr. Dominique is a senior partner with the Toronto law firm Cassels Brock & Blackwell LLP where he practices corporate commercial law, with an emphasis on mining and electricity industries.

He also has extensive experience in commercial real property law, particularly as related to the natural resources sector, and has negotiated a broad spectrum of commercial and operational contracts, as well as exploration and impact benefit agreements with Aboriginal parties.

Most recently, on behalf of the Government of Canada, Mr. Dominique was Chief Federal Negotiator for the devolution of land and resource management in the Northwest Territories, leading final Devolution Agreement negotiations with the Government of the Northwest Territories and Aboriginal groups and contributing to the successful transfer of federal responsibilities in the territory on April 1, 2014.

Previously, Mr. Dominique served as Deputy Chief Federal Negotiator for Northwest Territories devolution (2002-2006), negotiating the Framework Agreement in 2004 and participating in the federal negotiating team in the development of the Agreement-in-Principle.

Mr. Dominique has written on natural resource law matters and has been a lecturer at various seminars and public conferences on natural resource law matters. He is recognized in Canada and internationally by several legal peer review publications for his expertise in natural resources and Aboriginal law.

He is married and has two university age children.
