First Nation
  First Nation has identified a land manager to enter in to the Professional Land Management Certification Program (PLMCP)            
  First Nation Land Manager has completed year 1 University of SK PLMCP training            
  First Nation Land Manager has completed year 2 NALMA PLMCP training            
  First Nation Land Manager has obtained Land Managers PLMCP certificate            
In partnership with AANDC the First Nation will:***
  Register land transactions through AANDC by completing appropriate request forms, such as the Registration Requirements Checklist            
  Receipt of registration particulars is sought prior to communication with proponents            
  Negotiate and draft leases            
  Negotiate and draft permits            
  Draft simple, straightforward land instruments such as Band Council Resolution (BCR) allotments and transfers using the AANDC standard templates            
  Ensures that an appropriate environmental management process is carried out prior to the preparation of land instruments, such as (Environmental Assessment (EA), Environmental Site Assessment (ESA), etc.)            
  Manage environmental management processes and compliance-related activities associated with these land and natural resources transactions

  AANDC has ensured that the FN has access to the appropriate tools, documents, templates etc, related to land and environment management            
  AANDC has provided advice and guidance to FN regarding land and environment management            
  AANDC confirms that the Certified First Nation has remained compliant with the requirements under the training and development stage of the program and is able to move into the Operational Level of the RLEMP.**            
  AANDC has confirmed that all survey requirements are met.            
  AANDC has ensured that appraisals have been conducted as necessary.            
  AANDC has ensured that the appropriate environmental information is documented in departmental environmental system.            
  AANDC has reviewed and approved all land and environment activities            
  AANDC has ensured that all copies of land and environment transactions are retained and kept on file for reference.            
* Land office includes: Phone line, filing cabinet, Certified Land Manager, computer with internet access, access to ILRS
** Compliance: Certified Land Manager on Staff, Land Office established, etc.
*** AANDC will provide the training and guidance to FN to ensure the FN is completing land and environment activities accurately in accordance with the Indian Act, RLEMP Manual, Land Management Manual, etc. At this level there is an increased need
****AANDC will provide the guidance, advice and intervene when necessary to FN's to ensure FN's are able to efficiently and effectively manage land and environment activities in accordance with the Indian Act, RLEMP Manual, Land Management Manual, etc. AANDC employees should be ensuring FN's have adequate access to tools, guidance and advice, on an as required basis.
