On November 21, 2010, the Minister of Indian and Northern Affairs Canada approved the following Benefits Plans:
The Benefits Plans describe the principles, strategies and procedures that the proponents of the Mackenzie Gas Project have committed to use to ensure the economic participation of Canadians and Canadian businesses during the development, construction and operating phases of the Mackenzie gathering system and the three field developments.
Section 5.2(2) in the Canada Oil and Gas Operations Act (COGOA) required that the proponents of the Mackenzie Gas Project submit a Benefits Plan to the Minister of Indian and Northern Affairs Canada for the Mackenzie gathering system and the three field developments. The approval of the Benefits Plans by the Minister has fulfilled this requirement of the proponents.
During the development, construction and operating phases of the Mackenzie gathering system and the three field developments, the proponents of the Mackenzie Gas Project will report on a regular basis to Indian and Northern Affairs Canada on the implementation of the Benefits Plans.
The approval of the Benefits Plans for the Mackenzie gathering system and the three field developments was subject to certain conditions. These conditions aim to strengthen the implementation of the Benefits Plans and improve the economic outcomes for Canadians and Canadian businesses.
