The department needs to have representative, innovative, adaptable, values-oriented and competency-based leaders to effectively deliver its mandate, roles and responsibilities. Maximizing the contribution of those individuals selected to participate in these programs ensures the better utilization of their aptitudes, skills and experiences.
These programs are:
Interchange is a program in place to promote employee development through participation in assignments for periods of up to two years between the federal Public Service and organizations in other sectors of the Canadian economy. By taking assignments in a new sector, employees develop personally and professionally while their organizations benefit from new skills, knowledge and approaches. It is a way of ensuring the organization is better informed, innovative and responsive while promoting growth, productivity and partnership.

The Career Assignment Program (CAP) is a federal Public Service development program. The program focuses on the development of the feeder groups to the executive cadre within the Federal public service. The main goal of CAP is to identify a representative group of individuals who have demonstrated executive potential and to accelerate their development and advancement. Participants can expect to attain management and leadership experience that will prepare them to perform successfully at pre-executive and executive levels. The duration of the program is for a maximum of three years, but the length will depend on the individuals development needs.

The Management Trainee Program (MTP) is administered in partnership by federal government departments and the Public Service Commission (PSC). On an annual basis INAC, through consultation with Senior Management determines its level of participation. These opportunities are available to both the general public as well as employees of the federal Public Service.
The objective of MTP is to recruit and develop highly qualified individuals for key positions of responsibility in the federal Public Service of Canada. It offers talented graduates and employees with high potential the opportunity to lead a representative and diversified Public Service into the future.
MTP provides hands-on work experience through assignments with federal departments and agencies. As well, an educational component complements and enhances the experience acquired on the job. Courses focus on the basic knowledge and skills required by Public Service managers, and content is set against a backdrop of larger issues including governance, policy-making, service to the public and values and ethics. Upon completion of the three-year Program graduates will be qualified for managerial positions at the intermediate level.
