Good morning, Elders, Grand Chief, Chiefs, Premier Dexter, honoured guests, ladies and gentlemen. I am delighted to join you here today at Millbrook First Nation for the signing of an agreement to facilitate consultation with the Mi'kmaq of Nova Scotia.

This morning we are celebrating an agreement that shows that goodwill and co-operation can lead to common solutions that benefit all parties. I want to congratulate everyone for your hard work in getting this Agreement on consultation finalized and in place. This is a wonderful example of what can be achieved through partnership.

Today's announcement sets out an independent, clear and efficient way for Canada and Nova Scotia to consult the Mi'kmaq on proposed activities or projects.

During my preparations for this event I was reminded of a similar event held in 2007 at Membertou First Nation to mark the signing of the Framework Agreement for the Made-in-Nova-Scotia Negotiation Process. Minister Prentice celebrated that historic step taken by Canada, Nova Scotia and the Mi'kmaq of Nova Scotia that established new relationships related to land, resources and governance; resolved longstanding differences, created stronger ties and built lasting solutions; bringing economic and social opportunities to Mi'kmaq communities in the province. The agreement also showed Nova Scotians, and all Canadians, that partnership is the best way to create better lives for us all.

As the newly appointed Minister of Indian Affairs and Northern Development, I am proud to sign this important agreement - an agreement that has been reached in that same spirit of respect and cooperation.

The creation of this more efficient and effective consultation process demonstrates this Government's ongoing commitment to finding common solutions and ensuring a consistent decision making process.

Once again, I would like to offer my thanks and congratulations to Premier Dexter, Grand Chief Ben Sylliboy and the negotiators who have worked so hard in making sure the “test drive” of this consultation process over the past three years went smoothly. I would also like to thank Minister MacKay for all of his hard work and ongoing commitment to the Mi'kmaq of Nova Scotia.

Let's celebrate this success and build upon it by continuing our good work toward reaching a final agreement. Thank you.
