Proactive Disclosure
The Action Plan takes major strides forward to ensure northern regulatory regimes are strong, effective, efficient and predictable. It will build on regulatory improvements already made by the Government. These achievements include:
- Multi party discussions on the proposed Nunavut Planning and Project Assessment legislation;
- Support for programs to monitor cumulative impacts of development projects on the environment;
- Investments in training to NWT boards to build their capacity/operations;
- Continued participation and funding for the Yukon Environmental and
Socio-economic Assessment Act five-year review;
- Regulatory amendments to address issues raised by the Standing Joint Committee for the Scrutiny of Regulations, including amendments to the Preliminary Screening Requirement Regulations in the Mackenzie Valley Resource Management Act and Mackenzie Valley Land Use Regulations;
- Amendments to the Canada Oil and Gas Operations Act to provide the National Energy Board with the authority to regulate pipeline access;
- Amendments to the Mackenzie Valley Resource Management Act Exemption List Regulations to ensure the basic principle of "one project, one environmental assessment";
- Amendments to the Nunavut Land Claims Agreement to help avoid unnecessary duplication in the environmental assessment process;
- Developing Nunavut Water regulations;
- Updating the land use guidelines for Crown land in the NWT and Nunavut; and
- Support and participation in NWT Board Forum.
